Saudi Arabia Announces Prequalified Bidders for Jubail 4 & 6 Independent Water Project

Saudi Water Partnership Company S.M.L.L.C (SWPC) announced the Prequalified Bidders in respect of the potential development of an Independent Water Project to be designed using Reverse Osmosis seawater desalination technology, Jubail 4 & 6 Independent Water Project.

The desalination plant will be located 18 kms south of Jubail Industrial City at the Arabian Gulf Coast, adjacent to the existing plant units (Jubail Phase 1, Jubail Phase 2, Jubail 3A & 3B), in the Eastern Province of the Kingdom of Saudi Arabia.

Following is the list of pre-qualified bidders (companies/consortia) for Jubail 4&6 IWP:

  • Abu Dhabi National Energy Company PJSC (TAQA)
  • Acciona Agua S.A.
  • ACWA Power
  • Ajlan & Bros and Rawafid Industrial Company Consortium
  • Al Jomaih Energy & Water Co. and Sogex Oman Co LLC Consortium
  • GS Inima S.A.U.
  • International Power S.A. (Engie)
  • Marubeni Corporation
  • Power and Water Utility Company for Jubail and Yanbu (Marafiq)

Earlier, SWPC received Expression of interest from 35 companies including 16 Saudi companies. (read more)

Power supply to the Project will be provided from the Saudi Electricity Company’s high voltage network.

The Project will be constructed with a 600,000 m3/day potable water capacity and will include the desalination plant and all associated infrastructure and facilities.

As per the earlier notification, SWPC intends to conduct a competitive tender process to select a private sector developer (which may be a developer consortium) for the development, financing, procurement, implementation, operation and maintenance of the Project.

The successful bidder, through a project company to be incorporated, would develop the Project and sell the entire capacity and output to SWPC under a 25-year concession pursuant to a Water Purchase Agreement (WPA).

SWPC’s obligations under the WPA will be supported by a credit support agreement from the government of the Kingdom of Saudi Arabia.

SWPC’s professional advisors on the Project are:

• KPMG Professional Services as Lead Advisor and Financial Advisor;
• Eversheds Sutherland (International) LLP as Legal Advisor; and
• WSP as Technical Advisor
