26 companies expressed interest in Dammam West ISTP Outfall Pipeline

Saudi Water Partnership Company (SWPC) received bidders Expressions of Interest (EOI) for the development of Outfall Pipeline for Dammam West Independent Sewage Treatment Plant, ISTP.

Earlier, during 2020, SWPC procured the Dammam West Independent Sewage Treatment Plant (ISTP) project, with a capacity of 200,000 m3/day (expandable up to 350,000 m3/day) for a 25 year term, on a BOOT basis, through a competitive tender process, which has reached financial close (read more)

The development of the associated outfall pipeline is required to convey unused Treated Sewage Effluent from the ISTP to the disposal location within the Arabian Gulf.

The Pipeline will have a total approximate length of 29 km for the land and marine sections, to carry a capacity of up to 350,000 m3/day.

SWPC will conduct a competitive process to select a developer or developer consortium for the development, financing, engineering, procurement, construction, implementation of the pipeline.

The pipeline will be transferred to the National Water Company (NWC) after construction. NWC will then assume responsibility for operation & maintenance.

It is expected that SWPC will sign an Outfall Pipeline Development Agreement (“OPDA”) with the selected developer / developer consortium with payments to be made over a term to be determined commencing from the date of transfer to NWC.
