Ernst & Young Consortium appointed for Kuwait’s IWPP advisory services

The Kuwait Authority for Partnership Projects (KAPP) announced in a statement that it was granted the approval of the State Audit Bureau of Kuwait to sign a contract for “Transaction Advisory Services for the Independent Water and Power Producers, IWPP in Kuwait”.

As per the statement, KAPP selected consortium led by Ernst & Young for the transaction advisory services of two mega infrastructure projects; Az-Zour North Independent Water and Power Plant – Phase 2 & 3 and Al-Khairan Independent Water and Power Plant – Phase 1.

The Consortium members are Ernst & Young with Atkins and Addleshaw as members.

The project will be executed in collaboration with the Ministry of Electricity and Water (MEW).

The winning consortium will undertake the preparation and completion of the feasibility studies for both projects and the works for tender stages, which include preparing qualification documents, qualification procedures for investors, preparing documents for request for proposal of the two projects, supervising the technical, financial, legal and environmental aspects of the projects and coordinating with investors to the financial close phase.

Both projects will fulfill the State’s growing demand for electric power to enhance the existing network and provide the basic infrastructure to implement other projects that are part of the development plan.

Az-Zour North Phase 2 & 3 (Combined):

The project will be located adjacent to the existing Az-Zour North 1 IWPP, approximately 100km from Kuwait City.

The project will be executed through design, finance, operate, maintain and transfer to the State of Kuwait.

The project is expected to have 2700MW Power Generation capacity and at least 165 MIGD of desalinated water production capacity.

AlKhairan Phase 1:

The project will be located adjacent to existing Az-Zour South Power Complex, approximately 100km from Kuwait City.

The project will be executed through design, finance, operate, maintain and transfer to the State of Kuwait.

The project is expected to have 1800MW Power Generation capacity and at least 125 MIGD of desalinated water production capacity.
