Saudi Arabia’s Ministry of Energy through its subsidiary, Renewable Energy Project Development Office (REPDO) announces the list of pre-qualified Companies for Round Three of the National Renewable Energy Program (NREP).
The round three of the NREP’s Scope of Work includes, development, design, permitting, engineering, financing, procurement, construction, commissioning, testing, completion, ownership, insurance, operation and maintenance of four (4) additional greenfield solar PV IPPs with a combined potential capacity of 1.2GW.
Round 3 of the NREP includes the following projects:
Round Three projects will be divided into two categories:
Category A: Category A will consist of two projects of total Capacity 200MW, which targets for smaller companies:
- Layla Solar PV IPP with a capacity of 80 MW to be located in the Aflaj Province, approximately 300 km from Riyadh city
- Wadi Al Dawaser Solar PV IPP with a capacity of 120 MW to be located in the central Province, approximately 600 km from Riyadh city
Category B: Category B will consist of two projects of total Capacity 1000MW:
- Ar Rass Solar PV IPP with a capacity of 700 MW to be located in the central Province, approximately 420 km from Riyadh city
- Saad Solar PV IPP with a capacity of 300 MW
For each tender, REPDO will conduct a competitive process to select a developer or developer consortium for the development, design, permitting, engineering, financing, procurement, construction, commissioning, testing, completion, ownership, insurance, operation and maintenance of the Project(s), together with associated infrastructure and facilities.
Each Project will be structured on an IPP basis and a dedicated Special Purpose Vehicle (SPV) shall be established to undertake the construction and operation of the Project.
The SPV will enter into a long-term power purchase agreement with the Saudi Power Procurement Company, which was established in 2017 to act as the offtaker of power in the Kingdom under the unbundled electricity sector structure.
