SEPCO secures an order of $54 million for Saudi Arabia’s Layla 380/132kV Substation

Saudi Electricity Company awarded the project “Construction of Layla (9049) 380/132kV Substation and Installation of One (1) 380kV, 60MVAR Line Reactor at 9028 BSP”.

The project has been awarded to Chinese Construction Company, SEPCO III Electric Power Construction.

The value of signed contract is SAR 203.5 million (1$=3.75 SAR).

The location of the project is in Layla area, central region, around 300km from Capital City, Riyadh

Earlier, during July 2019, a total of eleven (11) bidders has been submitted the proposals. Upon technical, commercial and local content evaluation the project has been awarded to contractor.

Layla 380/132kV Substation:

Saudi Electricity Company intends to build new 380kV Substation in layla area to meet the rapidly growing power supply demand.

The BSP shall be equipped with IEC 61850 standards based technically and economically optimized Substation Automation System (SAS) and will be remotely controlled from the SEC’s Power Control Center (PCC) through SCADA and Communication.

The Substation consist of following major equipment:

  • 380kV Gas Insulated Switchgear (GIS)
  • 132kV GIS
  • 380kV Hybrid GIS
  • 13.8kV RMU
  • 380kV, 120MVAr Reactors
  • 132kV, 40MVAr Reactors
  • 380kV, 60MVAr Reactors
  • 302.5/402.5/502.5MVA, 380/132/13.8kV power transformers
  • 2.5MVA, 13.8kV/400V-230V Station Service Transformers
  • 13.8kV Grounding Transformers
  • HV/MV Power Cables and Terminations
  • AC/DC Auxiliary Power Supply
  • Surge Arresters
  • Control/Protection System
  • Substation Automation System (SAS)
  • Communication System
  • Fire Detection/Alarm and Safety and Fire Protection System
  • Civil/Structural works and Mechanical works
  • Security System 
  • Environmental and Social Impact Assessment Study

Project Scope of Work also involves the following works at source substation:

  • 380kV GIS modifications
  • 380kV Hybrid GIS
  • 380kV, 60MVAr Reactors
  • Control/Protection System modifications
  • Substation Automation System (SAS) modifications
  • Communication System modifications
  • Fire Detection/Alarm and Safety and Fire Protection System
  • Civil/Structural works and Mechanical works

The Contractor shall perform on Lump sum turnkey basis, the design, engineering, materials procurement, quality management, factory inspection/testing, transport and delivery to site, installation, construction, site inspection, testing and commissioning, all associated work and services until final handing over of new substation work in a satisfactorily working and operating condition.

Contractor needs to achieve the final acceptance of the works by 27 months from Contract Signing Date.

Contract related to 380kV Overhead Transmission line connecting to above substation already awarded to National Contracting Company. The value of contract was $87.2 million.
