Saudi Arabia’s Saudi Water Partnership Company (SWPC) invited expression of interest (EOI) for the development of two (2) new ISTPs namely Buraydah 2 ISTP and Tabuk 2 ISTP.
- Buraydah 2 ISTP will have a total treatment capacity of 150,000 m3/day. It will be located near the city of Buraydah (in the Qassim region) in north-central Saudi Arabia, approximately 400 km from Riyadh.
- Tabuk 2 ISTP will have a total treatment capacity of 90,000 m3/day. It will be located near the city of Tabuk in north-western Saudi Arabia.
Buraydah 2 and Tabuk 2 ISTP:
As per the notification, SWPC will conduct a competitive process to select a developer or developer consortium for the development, financing, engineering, procurement, construction, implementation, ownership, operation, maintenance and transfer of the Projects, together with associated infrastructure and facilities.
Under a 25-year Sewage Treatment Agreement (STA) with SWPC, the two (2) project companies to be incorporated to develop each Project will treat the entire sewage capacity supplied by SWPC.
SWPC’s obligations under the STA will be supported by a credit support agreement from the Government of Saudi Arabia.
SWPC is currently considering the option to bundle the Buraydah 2 ISTP and the Tabuk 2 ISTP (together the Bundled ISTPs).
In such case, the bidders will be required to bid for the Bundled ISTPs together under one RFP. The successful bidder will be awarded the Bundled ISTPs but each Project shall be implemented by a separate project company, which will be incorporated by the successful bidder following award of the Bundled ISTPs.
Interested bidders, should express their interest to participate in the tender process by no later than 04 February 2020, local time.
