Saudi Water Partnership Company (SWPC), formerly known as Water & Electricity Company (WEC) receives the proposals for Jubail-3A Independent Water Project (IWP).
The plant will be designed using Reverse Osmosis seawater desalination technology. The expected capacity of Jubail 3A desalination plant is 600,000 Cu.m/day.
A total of Four Companies/Consortia has submitted the proposals.

- ACWA Power, Gulf Investment Corporation, Al-Bawani Water & Power Company
- UTICO
- Marubeni, Marafiq
Upon technical-commercial evaluation, SWPC will announce the bidders submitted prices.
The desalination plant will be located in Jubail area, eastern region of Kingdom of Saudi Arabia.
Power supply to the project will be facilitated from the high voltage network consist of 380kV Substation and 380kV Overhead Transmission line.
Earlier, during August 2019, SWPC issued the tender documents to the qualified Consortia of Jubail-3 IWP.
SWPC will purchase the output and entire capacity of the project, under a Water Purchase Agreement (WPA) for a period of 25 years.
WEC is advised by Synergy Consulting IFA Inc (Lead and Financial Adviser), DLA Piper Middle East LLP (Legal Adviser) and Atkins (Technical Adviser).
The Project Commercial Operation Date (PCOD) is expecting in 2022.
SWPC already awarded the Rabigh-3 IWP having plant capacity 600,000 Cu.m per day to ACWA Power Consortium and Shuqaiq-3 IWP having plant capacity 450,000 Cu.m per day to Marubeni Consortium.
Yanbu-4 IWP having plant capacity 450,000 Cu.m per day is under bidding Stage.
