Al-Babtain Submits the lowest bid of $20.8 million for SEC’s first 132kV Smart Digital Substation

Saudi Electricity Company (SEC) announces the bid results for the project “Construction of 132kV Smart Digital Substation”.

The Project location is in Malqaa, Riyadh region of Kingdom of Saudi Arabia.

Once the project completed, it will be the first Smart Digital Substation in Saudi Electricity Company’s network.

A total of four bidders has submitted the proposals. Saudi based construction company, Al-Babtain Contracting Company has submitted the lowest bid

Al-Babtain has submitted the price of SAR 78 million.

Project Description:

Project involves the construction a new indoor 132/13.8 kV Gas Insulated Substation, named as Al Malqaa Substation 8278.

The Substation consist of following major equipment:

  • 132kV Gas Insulated Switchgear (GIS) suitable for smart Substation including Low Power Instrument Transformers (LPIT)
  • 13.8kV Switchgear including LPIT
  • 50/67MVA, 132/13.8kV power transformers
  • 500kVA, 13.8kV/400V-230V Station Service Transformers
  • HV/MV Power Cables and Terminations
  • AC/DC Auxiliary Power Supply
  • Surge Arresters
  • Control/Protection System
  • Digital Substation Automation System (SAS)
  • Communication System
  • Fire Detection/Alarm and Safety and Fire Protection System
  • Civil/Structural works and Mechanical works
  • Physical & Cyber Security system
  • Smart part of smart digital substation

The modifications work includes all necessary additional equipment/modifications to Control System, Metering System, Protection System, Annunciation System, SCADA System, Communication System  and Civil Works at the two 132kV remote substations that will be connected to the new substation, will be part of the contract.

The Contractor shall perform on Lump sum turnkey basis, the design, engineering, materials procurement, quality management, factory inspection/testing, transport and delivery to site, installation, construction, site inspection, testing and commissioning, all associated work and services until final handing over of new substation work in a satisfactorily working and operating condition.

Contractor needs to achieve the final acceptance of the works by 27 months from Contract Signing Date.

SEC already announces the bid results for 132kV Underground Cable connection to connect the above new substation with the network.
