Saudi Arabia’s Water & Electricity Company (WEC) issued expressions of interest (EOI) in respect of the potential development of an Independent Water Project (IWP) to be designed using Reverse Osmosis seawater desalination technology. The expected capacity of desalination plant is 450,000 m3/day.
The desalination plant will be located near the town of Ar Rayyis (140 km west of Madina), Yanbu region, on the Red Sea coast of the Kingdom of Saudi Arabia and power supply will be facilitated from the high voltage network.
WEC will conduct a competitive process to select a developer or developer consortium for the development, financing, procurement, implementation, operation and maintenance of a desalination plant.
Under a concession of 25 years, the project company to be incorporated to develop the Project will sell the entire capacity and output to WEC under a Water Purchase Agreement (WPA). WEC’s obligations under the WPA will be supported by a credit support agreement from the Government of the Kingdom of Saudi Arabia.
WEC is being advised by:
- Sumitomo Mitsui Banking Corporation DIFC Branch as Lead and Financial Adviser;
- DLA Piper Middle East LLP as Legal Adviser; and
- ILF Consulting Engineers as Technical Adviser.

WEC is also considering linking the new IWP, with the potential acquisition of one or more of the existing Yanbu Plants: Yanbu phase 1 [Commission Date, CD in 1981], Yanbu phase 2 [CD in 1998], Yanbu RO [CD in 1998] and Yanbu Expansion [CD in 2013] that are owned by the Saline Water Conversion Corporation “SWCC”.
Yanbu phase 1 is a combined power and water Plant with installed capacities for water and power of [100,000 m3/day] on a MSF basis and [357 MW].
Yanbu phase 2 is a combined power and water Plant with installed capacities for water and power of [144,000 m3/day] on a MSF basis and [163 MW].
Yanbu RO Plant is with [128,000 m3/day] of installed water capacity. Yanbu Expansion Plant is with [68,000 m3/day] of installed water capacity on a MED basis
